Will “Iowa Works” Work?

 

            Mt. Pleasant, IA One of the major issues in this year’s Iowa gubernatorial campaign is economic development.   In a September INSTITUTE BRIEF, Public Interest Institute Research Analyst Steven Garrison examines Governor Tom Vilsack’s “Iowa Works” economic development plan.

          Garrison says Governor Vilsack’s plan includes $289 million in state spending.   The state’s tobacco settlement money and the underground storage tank fund would finance a majority of the Governor’s plan, with $150 million being taken from the tobacco settlement fund and $99 million coming from the underground storage fund.  The Governor’s plan also calls for raising the state’s minimum wage. 

          While Governor Vilsack lays out a plan for spending state dollars, Garrison says there are still serious questions and issues that are not addressed.  

          In conclusion, Garrison says the common thread among all of the points of Governor Vilsack’s “Iowa Works” plan is it does not once turn to the private sector for economic development.   Garrison says the Governor instead, trusts only the government, which will only lead to more state government bureaucracy.
